Add dedicated localhost OSC listener for webui /commands

The webui's /commands page now targets a separate [webui].command_port
(default 4002) instead of the [osc] IO server. This decouples runtime
control from music IO so the page works in MIDI/serial-only setups
and avoids the macOS 0.0.0.0 send workaround. The same /impsy/*
addresses are accepted on both ports, so external OSC clients keep
using [osc].server_port.
