ci: auto-generate release notes from commit history

Replace the v1.0.0-specific hardcoded language list with notes generated
at release time:
- "What's Changed" section pulled from `git log` between the previous
  and current tag (with a Full Changelog compare link)
- "Languages Supported" listed from the live CONVERTER_CLASSES dict so
  the count and codes always reflect what the tagged build ships
- Installation snippet pinned to the actual tag version

Old hardcoded notes drifted as soon as v1.0.1 shipped (still claimed
"45 new languages" / "119+ codes"); this fixes that for v1.0.2 onward.
