Add support for 26 missing languages (#14)

* Add support for 26 new languages

Closes the gap of missing languages by adding 23 new converters and
3 aliases, bringing total registered codes to 146.

New language converters: ban (Balinese), bm (Bambara), ceb (Cebuano),
ckb (Central Kurdish), cnh (Hakha Chin), ff (Fulah), fil (Filipino),
hmn (Hmong), ki (Kikuyu), kok (Konkani), ksw (S'gaw Karen), ku (Kurdish),
ky (Kyrgyz), lg (Luganda), lus (Mizo), om (Oromo), or (Odia),
pap (Papiamento), pli (Pali), rw (Kinyarwanda), ti (Tigrinya),
xh (Xhosa), zu (Zulu).

Aliases: nb (Norwegian Bokmål -> no), jv (Javanese -> jw),
miz (Mizo -> lus).

Each converter handles cardinals, ordinals, ordinal_num, currency
(with sane local + USD/EUR defaults), year, decimals, and negatives.

Includes a parametrized smoke test suite that verifies registration,
basic numerals (0/1/10), magnitude ranges, ordinals, currency, year,
decimal, negative, and alias routing for every new code.
