fix: #14203, checkCache.get returns null when fetch is used directly

refactored the host checking to a separate function so it can be used from lookup if check wasn't called(ie checkCache.get returns undefined)

fix the ipaddr.isValid so it adds {address:  ip}

fix cacheKey used in checkHostname for checkCache
