Commit Message

add NonStage / NewStage public API on top of private noopMutex type

- NonStage returns a no-op Stage on on-demand paths bypassing Server coordination
- NewStage exposes the public path so Server uses it inside
- noopMutex (sync.Locker no-op) backs NonStage
- README §6 documents on-demand usage in both EN and ZH
- stage_test.go adds 2 tests on NonStage paths
