Add `cuddle-group` check (#257)

* Add `cuddle-group` check

If more than `cuddle-max-statements` statements are detected, this check
will add a blank line between them instead of splitting the group.

* Add more test cases, minor restructure

* Avoid horizontal scrolling in docs

* `cuddle-group` has consistent behavior

Remove ambiguity from `cuddle-group` given where the split will happen.
As long as any violation happens (not shared or too many), split will be
above the triggering statement
