chore(examples/chat/chart): scope NetworkPolicy to Deployment pods (#1228)

Tag the Deployment pods with `app.kubernetes.io/component: server` and
select on it in the NetworkPolicy podSelector. The Helm test pod
inherits selectorLabels via `<chart>.labels` but doesn't get the
component label, so it isn't subject to the policy and can reach the
Service via the namespace-internal CNI without a same-namespace
egress allowance.

Drop the `to: podSelector: {}` egress rule that was added to keep
`helm test` working — no longer needed now that the test pod is
exempt from the policy. Egress is once again strictly DNS plus the
configured outside-cluster traffic, matching the chart's intent.
