Refresh repository to use latest beman.exemplar template

- Adopt exemplar's modern CMake structure with beman_install_library
  for installation instead of hand-rolled install logic
- Convert from static library with empty .cpp to INTERFACE library,
  removing the src/ directory entirely
- Update infra/ submodule to latest version with BuildTelemetry,
  Config.cmake.in, and beman-install-library.cmake
- Add exemplar boilerplate: .clang-format, .markdownlint.yaml,
  CONTRIBUTING.md, .exemplar_version
- Update CI workflow to use infra-workflows@1.5.3 while preserving
  utf_view's CI matrix configuration
- Preserve custom test framework (not using gtest)
- Preserve papers/ directory, examples, and all library headers
- Update README with exemplar's standard sections while keeping
  utf_view-specific content (examples, paper references, authors)
- Apply pre-commit formatting fixes
