feat(diag): unified "diag" log tag for opt-in instrumentation (#229)

Adds DIAG macro in components/mining/include/diag.h. Routes per-job nonce coverage, tier1_dwell, job_swap (mining), share-ack latency (stratum), per-share + per-chip raw counters (asic) under "diag" tag, registered at boot with BB_LOG_LEVEL_WARN so info-level probes default-suppressed but enumerable via /api/log/level. Also drops redundant 'asic:' prefix from periodic asic summary log.
