ci: restore ccache (revert #225 — root cause was SHA peripheral, not cache) (#227)

- re-enable ccache cache + apt install + per-matrix-job cache key
- #225 disabled ccache suspecting CI-vs-local binary divergence in v0.15.3 (TA-261)
- true root cause was sha256_hw BUSY=1 leftover + bb_ota_pull heap fragmentation, both fixed in v0.15.6
- ccache was reproducible; cutting it just made CI slower
