ci: disable ccache entirely for reproducibility (#225)

PRs #223 (npm ci + dependencies.lock) and #224 (split + cache key
expansion) didn't fully resolve the CI-vs-local binary divergence;
v0.15.3 still task-watchdogs on tdongle while local builds of the
same commit are stable, with ~1.1 MB of bytes differing between
the two binaries.

Drop ccache from CI completely. Each CI run compiles from source.
Slower (~3-5 min added per matrix job) but guaranteed reproducible —
no possibility of stale objects shadowing the new sources.
