* feat(docker): re-apply net_bind_service capability and ship a HEALTHCHECK

The COPY of the Mercure-embedded binary overwrites the upstream
caddy:2-alpine /usr/bin/caddy, which already had cap_net_bind_service
set. Re-applying it lets the image be run with `docker run --user`
without losing the ability to bind ports 80/443.

Adds a HEALTHCHECK that hits the transport-aware /mercure/health/ready
endpoint on the Caddy admin API, replacing the deprecated /healthz
recommendation in the Compose snippet.

Documents rootless deployment, including how to pre-chown the named
/data and /config volumes for a chosen UID.

* Update rootless deployment instructions in install.md

Clarify instructions for rootless deployment and volume ownership.
