feat: add help_text support for readonly fields over relations (KNJ-17508)

Readonly fields referenced through a relation (e.g. )
now render their help_text in the admin, mirroring the existing label
mechanism.

Also includes test environment fixes needed to run the suite: pin Python
3.12, drop missing , dummy AWS creds for local
DynamoDB, ignore .
