Refresh Wiswa-managed scaffolding after generator and dependency
updates.

- Bump pre-commit ruff hook to v0.15.12.
- Update devDependencies: cspell to ^9.8.0, prettier to ^3.8.3, and
  pyright to ^1.1.409.
- Tighten Python tooling floors in pyproject.toml (mypy>=1.20.1,
  ruff==0.15.11, ty>=0.0.31, niquests>=3.18.6); drop docutils and
  numpydoc from the docs extras; add `man` to the sdist include list;
  trim yapfignore patterns to literal directories.
- Add `*.min.js` to .prettierignore.
- Refresh CITATION.cff release date to 2026-04-25.
- Reflow prose in .claude/agents/release.md and
  .claude/agents/wiswa-sync.md.
- Drop numpydoc from the workspace spelling allowlist.
- Refresh uv.lock and yarn.lock.
