[Sindri] Update handler signatures to accept RouteContract parameter (#31)

# Description

Updates `SindriCliRouteProvider` to conform to the updated Valkyrja CLI
route handler callable signature, which now requires `RouteContract` as
a second parameter. Also bumps the `valkyrja-php` lock reference to pick
up that upstream breaking change.
