Tooling and dependencies:
- Bump ruff-pre-commit hook to v0.15.12.
- Pin dev ruff to ==0.15.11; bump mypy to >=1.20.1 and ty to >=0.0.31.
- Drop docutils<0.22 and numpydoc from docs dependencies.
- Bump prettier to ^3.8.3 and pyright to ^1.1.409; align cspell to
  ^9.8.0.

Configuration:
- Update yapfignore patterns to .venv, .wiswa-ci, and node_modules.
- Add *.min.js to .prettierignore.

Agents and dictionary:
- Rewrap long lines in release and wiswa-sync agent docs.
- Drop the now-unused 'numpydoc' entry from the dictionary.

Side effects:
- Reformat minchoc/views.py and tests/test_workflow.py per updated
  ruff/yapf configuration (drop trailing commas, collapse calls).
