- Bump pre-commit ruff hook to v0.15.12.
- Bump dev dependencies: mypy 1.20.1, ty 0.0.31, prettier 3.8.3,
  pyright 1.1.409; pin ruff to 0.15.11; downgrade cspell to ^9.8.0.
- Drop docs deps that are no longer required (numpydoc, docutils
  upper bound) and remove `numpydoc` from the spell dictionary.
- Hatch sdist: include the `man/` directory.
- Refresh `.yapfignore` patterns and add `.wiswa-ci` to the ignore
  list.
- Add `*.min.js` to `.prettierignore`.
- Refresh CITATION.cff release date.
- Refresh uv.lock and yarn.lock.
- Re-run formatters across managed agent docs and `utils.py`.
