fix: clear unresolved conflict markers in release-please manifest

The merge commit 11482b2 (PR #53) committed conflict markers verbatim
into .github/release-please-manifest.json — release-please-action then
fails with 'Failed to parse manifest versions JSON' on every push to
main, blocking any future release PRs.

Set both newly-released libs to their tagged versions
(time-range@0.1.1 + overflow-tooltip@0.1.1) so the manifest matches the
per-lib package.json files and the GitHub releases that already exist.
