Regenerate Wiswa-managed scaffolding:

- Bump pre-commit ruff hook to v0.15.12 and pin dev ruff to 0.15.11.
- Bump dev deps: mypy 1.20.1, ty 0.0.31, pyright 1.1.409.
- Downgrade cspell devDependency to ^9.8.0 to track the pre-commit hook.
- Drop docutils and numpydoc from docs deps; remove `numpydoc` from the
  spelling dictionary.
- Add `*.min.js` to .prettierignore and broaden yapfignore patterns to
  cover .venv, .wiswa-ci, and node_modules.
- Reflow prose in .claude/agents/release.md and wiswa-sync.md; refresh
  CITATION.cff release date to 2026-04-25.
- Reformat bascom/utils.py to drop trailing commas in dict literals per
  the updated yapf style.
- Refresh uv.lock and yarn.lock.
