docs(plan): validation rule, role-declaration gate note, backcompat via registry typing

Adds a Validation rule subsection stating tier checks resolve via
(agent, pubkey) pairs in the mirrored rows; npx:signedBy is
informational only. Adds a no-publisher-gate note for gen:SpaceMemberRole
extractions and a revocation note for role-declaration invalidation.
Clarifies that backwards-compat predicates are picked up via the
registry's single-triple-assertion type indexing, not via a separate
scan. Adds a Mirror step subsection describing the Java-level copy and
switches to the trust-approved {npa:loaded, npa:toLoad} filter.
