test: swap LocalStack container for amazon/dynamodb-local

Replaces @testcontainers/localstack with GenericContainer pointing to
amazon/dynamodb-local, which is the official lightweight DynamoDB
image. Also removes the @testcontainers/localstack dev dependency.

Fixes the deleteItem consumed capacity assertion (2 → 3) which was
incorrect — it now correctly accounts for the 1 WCU consumed by
deleteItem after Repo Assist added ReturnConsumedCapacity to that call.
