docs(plan): add signer info to npa:SpaceRef entries

Each loaded gen:Space nanopub contributes its own npx:signedBy and
npa:pubkeyHash to the npas:<spaceRef> entry, so consumers can check
whether each space declaration (root + updates) was signed by a valid
key without a SERVICE join to trust.
