fix(ci): force postinstall when installing Claude Code globally

pnpm ignores build scripts for claude-code@2.1.117+, preventing
the native binary from being installed. Use --ignore-scripts=false
to force postinstall execution.

Also align bug-triage-cron.yml to use pnpm instead of npm.
