* feat(skills): explain User vs Project scope in install dialog

Add a TooltipInfoIcon next to the Scope field in DialogInstallSkill clarifying that User installs globally in the home directory while Project installs in the root of a selected project folder. Reuses the existing ui/tooltip-info-icon primitive for visual parity with other form-level help across the app.

* fix(a11y): make TooltipInfoIcon keyboard focusable

Wrap the InfoIcon in a real button trigger with type="button", aria-label, and focus-visible styles so the help affordance is reachable via Tab / screen readers — previously the SVG trigger (via Radix asChild) was mouse-only. Existing data-testid and className props are preserved so all 5 call sites and their tests keep working.

* test(skills): cover scope tooltip in install dialog

Asserts the Scope TooltipInfoIcon is present, exposes an aria-label, and that hovering it reveals a tooltip containing both the User (home directory) and Project (project root) explanations — follows the hover pattern already used in form-run-from-registry.test.tsx.
