fix: emit pure JSON audit events and suppress mcp per-request log noise

  Drop the file-based audit log fallback -- stderr is the correct default
  for containerized and supervised deployments where the runtime collects
  stdout/stderr. Remove the TimedRotatingFileHandler and audit_logfile_path
  setting. Set propagate=False unconditionally so audit events are not
  double-emitted through the root handler in plain-text format.

  Silence mcp.server.lowlevel.server and mcp.server.streamable_http at
  WARNING to suppress per-request INFO noise on every tool call and session
  termination.

  Update test_verify_token_logs_principal to attach caplog's handler directly
  to the non-propagating audit logger so caplog can capture its records.
