docs: announce v0.10.0-alpha.18 on crates.io in README

The 0.10 line is now published to crates.io as an alpha preview. Update
the README so newcomers can pick 0.10 without hunting through branches,
while still signaling that the API is not yet stable.

Changes:
- List OpenRaft 0.10 before 0.9 under "Example Applications", since 0.10
  is the active line on crates.io.
- Add `v0.10.0-alpha.18` link and an alpha-phase API-instability note
  under the `main` branch entry in the Versions section.
- Fix typo `crate.io` -> `crates.io` on the OpenRaft 0.9 line.
