[Composer] Add valkyrja/sindri dev dependency (#22)

# Description

Adds `valkyrja/sindri` as a required dev dependency. Sindri is the
Valkyrja build tool that generates cache files and provides other
development utilities used during the build step of a Valkyrja
application.
