cruft: update

- Consolidate editor/assistant rules under .claude/rules/ and remove the
  duplicate .cursor/rules/ and .github/instructions/ trees.
- Split the QA workflow into dedicated markdownlint, prettier, spelling,
  and release workflows, and extend publish.yml.
- Refresh Claude Code agents, the ci skill, and settings.local.json.dist.
- Update AGENTS.md, CLAUDE.md, and README.md (Wiswa-generated badge
  block), and exclude CHANGELOG.md from the Jekyll build.
- Bump Yarn from 4.13.0 to 4.14.1 and refresh yarn.lock.
- Update .pre-commit-config.yaml, .gitignore, .prettierignore,
  .vscode/dictionary.txt and settings, dependabot config, CITATION.cff
  release date, and .wiswa.jsonnet.
