Consolidate AI editor configuration from .cursor/rules and
.github/instructions into a shared .claude/rules/ tree referenced by
AGENTS.md. Update .claude agents, skills, and settings from the
template. Bump Yarn from 4.13.0 to 4.14.1. Refresh workflows
(codeql, markdownlint, prettier, publish, qa, release, spelling,
tests) and dependabot config. Update .pre-commit-config.yaml,
.prettierignore, .gitignore, .vscode settings and dictionary,
_config.yml, CITATION.cff, CLAUDE.md, AGENTS.md, README.md,
package.json, yarn.lock, and .wiswa.jsonnet. Bump Keep a Changelog
reference URL to 1.1.1.
