Sync Wiswa-managed files: bump yarn to 4.14.1 (drop 4.13.0 release),
prettier 3.8.2, cspell 10, uv-pre-commit 0.11.7, ruff-pre-commit
v0.15.11, astral-sh/setup-uv@v8.1.0 in all workflows. Harden the
publish and release workflows with case-based run status checks,
optional-workflow handling, a guard step, and cleanup of prior
non-publishing Release runs. Update dependency pins (commitizen, mypy,
ruff, pytest, more-itertools, yt-dlp-utils, esbonio). Extend .gitignore
and .prettierignore with additional local dotfiles, add approved git
repositories to .yarnrc.yml, refresh dictionary entries and CITATION
date, and update agent definitions.
