cruft: update

- Upgraded Yarn 4.13.0 to 4.14.1.
- Bumped pre-commit hooks: uv 0.11.7, ruff 0.15.11, cspell 10.0.0.
- Bumped dev deps: commitizen 4.13.10, ruff 0.15.10, esbonio 2.0.0, pytest 9.0.3.
- Refined publish/release workflows to treat absent or skipped runs as
  optional and to clean up non-publishing Release runs.
- Added a release-notes step to the release agent and clarified the
  click-auditor and wiswa-sync agent docs.
- Expanded ignore lists for shell, editor, and tooling dotfiles in
  .gitignore and .prettierignore.
- Allowed approved git repositories in Yarn config.
- Updated .claude/settings.local.json.dist with cache env vars and an
  expanded permissions allowlist (release/version tooling, gh release).
- Switched a pre-commit Prettier entry to `yarn exec prettier`.
- Refreshed dictionary, CITATION date, and lockfiles.
