ci(build): work around k6foundry CGO bug for darwin/amd64 cross-build

k6foundry internally disables CGO_ENABLED when GOARCH differs from the
host, even when --cgo is passed.  For darwin/amd64 (built on arm64
macos-latest), use xk6 --skip-cleanup to scaffold the Go workspace,
then run `go build` directly with CGO_ENABLED=1 GOARCH=amd64.  Apple
clang handles arm64→amd64 cross-compilation natively.

Native builds (linux, darwin/arm64, windows) still use xk6 directly.
