Refresh Wiswa-managed files: expand release agent with GitHub release
notes workflow, clarify click-auditor scope, switch pre-commit Prettier
entry to `yarn exec`, update dictionary, refresh `.gitignore`,
`.prettierignore`, and `settings.local.json.dist`, bump dev/doc/runtime
dependency minimums (commitizen, esbonio, rich), and refresh the
CITATION release date and `uv.lock`.
