Sync Wiswa-managed tooling: bump Yarn to 4.14.1; refresh release,
publish, qa, codeql, markdownlint, prettier, and tests workflows;
update the release agent doc; tighten Claude allowlist defaults; bump
runtime constraints (aiosqlite, anyio, niquests, platformdirs) and
dev/test pins (commitizen, ruff, pytest); update pre-commit hooks,
.gitignore, .prettierignore, and CITATION; refresh dictionary entries.
