taxonomy: year-aware "командировка" rule + English-only comments

- "командировка" pre-2022 → sphere=профессиональное + event=командировка-YYYY
- "командировка" 2022+ → sphere=релокация (no event); spreadsheets reused
  the word for the relocation to Serbia
- Apply the same rule symmetrically for source_type and envelope
- import_year passes business_trip_event_id and resolves event by name
- Year=0 catch-all mappings now leave sphere/event NULL; resolved per row
- Household/Страховка → коммунальные (mirrors Дача/Страховка)
- AGENTS.md: English-only comments, but cite data literals in original
  script (so they stay grep-able)
- docs/src/ru/taxonomy.md: document business-trip vs relocation rule
