fix: drop stale counterfactual_safes table before recreating it (#3027)

The counterfactual_safes migration from #3011 fails on environments that
still carry the orphaned table from the old Knex "accounts" module
(removed in #2804 without a DROP). PostgreSQL returns 42P07 and
DatabaseMigrator crashes at onModuleInit, looping the container.

Drop the legacy table defensively before CREATE; no-op on fresh
databases, unblocks staging on next deploy.
