Add configurable sheet layouts for historical imports

Introduce SheetLayout dataclass with LAYOUTS dict supporting:
- default: 7-col RSD layout (2023+)
- rub_fallback: 7-col with RUB fallback in col C (2022)
- rub_6col: 6-col all-RUB layout with shifted columns (2021 and earlier)

Both importer and equivalence verifier now use the layout
from sheet_import_sources.layout_key.
