Remove Windows-specific TFMs from server, because they were only useful with old versions of RuntimeUpgradeNotifier that used compile-time logic more than runtime logic, but this was changed because it made builds and tests error-prone. The Windows TFMs make the build more complicated, so just use one TFM net10.0 for the server project.
