Refine LLM tool selection rules in system prompt

  - Replaces the single TOOL PRIORITY rule with two new rules:
    RULE 7B establishes catalog query result formatting (hyperlinked
    records, numbered lists, RID always shown) using the Chaise detail
    view URL pattern
  - Adds a TOOL SELECTION PRIORITY block with a four-way decision tree
    (definitions -> own knowledge; catalog data -> rag_search first;
    specific retrieval -> direct query; multi-table -> query_attribute)
  - Adds a KNOWLEDGE VS. CATALOG DATA section that explicitly scopes
    when the LLM should use its own knowledge vs. searching/querying,
    and suppresses unnecessary schema-fetching calls
