Migrate linter from tslint to eslint (#126)

* Fix ESLint errors: update config, rename constants, fix requires, add public modifiers

- Update eslint.config.js: disable ts/prefer-nullish-coalescing, import/extensions globally;
  allow import/no-nodejs-modules in bin/ and lib/; suppress unicorn/filename-case in bin/;
  ignore eslint-errors.json and related temp files
- lib/Util.ts: rename COLOR_* to colorCase, EXTENSION_TO_CONTENTTYPE to extensionToContentType,
  fix require(), no-useless-escape, no-console, ts/no-base-to-string, forEach→for…of,
  add return types, fix max-len, ts/no-extraneous-class
- lib/ManifestLoader.ts: rename DEFAULT_TEST_CASE_HANDLERS→defaultTestCaseHandlers,
  LOADER_CONTEXT→loaderContext, fix requires with casts, add public constructor
- lib/ErrorSkipped.ts, lib/ErrorTest.ts: add public to constructors
- lib/DocumentLoaderCached.ts: add public constructor, fix stream-to-string require
