Refactor Datadog setup to use stage for env and organization tag

- Set env to appConfig.stage instead of stage.organization composite
- Add organization tag to both RUM and Logs init
- Remove getEnvName helper from care-ops-config
- Set forwardErrorsToLogs false and remove dead beforeSend filters
- Fix RUM beforeSend to extract serializable response properties
- Remove logResponse and manual fetch logging (RUM covers this)
