- Consolidate rules into .claude/rules/, remove .cursor/rules/ and
  .github/instructions/
- Add Flatpak workflow and manifest (sh.tat.usps-track.yml)
- Switch Ruff pre-commit hook to astral-sh/ruff-pre-commit, cspell
  to upstream streetsidesoftware/cspell-cli
- Update uv pre-commit hook to 0.11.6
- Bump dev dependencies: mypy 1.20.0, ruff 0.15.9, add ty 0.0.29
- Bump runtime dependencies: click 8.3.2, niquests 3.18.4
- Simplify Ruff ignore list (remove D201, DOC201, S101, TD002,
  UP046, UP047)
- Add hatch build targets and update coverage omit paths
- Update pyright config: replace useLibraryCodeForTypes with venv
- Set uv default-groups to "all" and add exclude-newer
- Update dependabot config, workflows, agent files, package.json,
  dictionary, and other managed files
