- Consolidated AI guidance into .claude/rules/, removing .cursor/rules/
  and .github/instructions/ (Copilot/Cursor now reference .claude/ directly)

- Updated badges in README.md and docs/badges.rst
- Added CHANGELOG.md exclusion to Jekyll _config.yml
- Updated CITATION.cff date, snapcraft summary, package.json scripts
