minchoc: harden uploads, typing, and test coverage

Return JSON errors instead of assertions for unlikely package upload
edge cases. Expand NumPy-style docstrings on views and models. Adjust
filter lexer/parser for doc coverage and mypy. Add tests for defensive
branches in APIV2PackageView.
