cruft: update

- QA workflow: add pyright and ty jobs; bump ruff-action to v4.0.0.
- Fix Yarn cache restore-keys expression in markdownlint and prettier
  workflows.
- Pre-commit: switch Ruff to astral-sh/ruff-pre-commit; refresh cspell-cli;
  remove local fix-ruff hook and its CI skip entry.
- package.json: run pyright and ty in yarn qa; bump cspell to ^10.0.0.
- pyproject.toml: bump ty dev constraint; remove flatpak manifest from
  commitizen version_files.
- .wiswa.jsonnet: set want_flatpak to false.
- Refresh uv.lock and yarn.lock; bump CITATION.cff date.
- .claude: badge-sync and qa-fixer notes; allow uv run ty in settings dist.
