Drop K8s < 1.29, bump kubernetes client to ~=35.0 (#98)

## Summary

- Sets K8s floor at **1.29** and Istio floor at **1.23** (last operator
release — preserves `issue_68` operator-migration tests)
- Bumps `kubernetes` Python client pin `~=32.0` → `~=35.0`; Docker
pre-cache `seq 19 29` → `seq 29 35`
- Removes dead version-guarded code paths that only existed for pre-1.29
clients (`CUSTOM_OBJECT_PATCH_23`, `> 22` / `> 24` checks in
`K8SResource.create/patch`)
- Refreshes `K8S_TEST_VERSIONS` to latest patches and adds 1.35.3;
extends `full_smoke` Istio pairings to cover 1.24.6–1.29.1 across K8s
1.30–1.35
- Drops pre-floor Istio pairs from `issue_23` (1.10.6) and `issue_52`
(1.20.4); modernizes `issue_35` to run against current K8s and removes
dead `k8s_minor < 24/25` branches

## Test plan

- [x] `pyb -vX run_unit_tests` — 18/18 passed against `kubernetes
~=35.0`
- [x] Full integration suite (`smoke_pre_cache`, `full_smoke`,
`issue_*`) on CI across the K8s 1.29–1.35 matrix
- [x] Docker image build verifies `--pre-cache-k8s-client 29..35`
