utils.postprocess: fix subprocess helper argv handling

_subprocess_log_run took *args and assumed args[0] held extra argv pieces,
but every caller passes the full argv as cmd and uses kwargs only, which
raised IndexError. Drop the unused *args branch and keep collections.abc
imports under TYPE_CHECKING.
