Fix gosec G115 integer overflow in generated atomic.AddInt32 call (#4119) (#4120)

Bound the int-to-int32 conversion with min(len(deferred), math.MaxInt32)
to satisfy gosec G115 (CWE-190) in generated code.

Fixes #4119
