Drop Python 3.9 from supported versions (#97)

## Summary

- `build.py`: bump `requires_python` from `>=3.9` to `>=3.10` and remove
the `Programming Language :: Python :: 3.9` classifier.
- `.github/workflows/kubernator.yml`: drop `'3.9'` from the CI Python
matrix. Remaining matrix: 3.10, 3.11, 3.12, 3.13, 3.14.
- `README.md` and `CLAUDE.md`: update the documented supported range to
Python 3.10 through 3.14.

## Test plan

- [ ] CI matrix runs cleanly on Python 3.10–3.14 without the dropped
job.
- [ ] `pip install kubernator` on a Python 3.9 interpreter now refuses
with a `requires-python` error.
- [ ] `pip install kubernator` on Python 3.10 still succeeds.
