docs: add PyOD 3 hero title, enrich callout, normalize V3 to 3

README and docs now carry the paper-style subtitle
"PyOD 3: Agentic Anomaly Detection At Scale" right under the H1,
and the short "New in V3" line is replaced with an indented block
quote callout that stands out visually on GitHub (block quote
renders as a gray left border) while staying to two short sentences.

The version branding is also normalized from "PyOD V3" to "PyOD 3"
across active user-facing files (README, docs/index, docs/examples,
examples/agentic_example.py) to match the project's own publication
convention (the 2025 Web Conference paper is titled "PyOD 2: A
Python Library for Outlier Detection ..."). CHANGES.txt historical
entries and design specs are left as-is.
